Does a Freight Forwarder Check Goods from Chinese Suppliers Before Shipping?

Learn what a China freight forwarder can check before shipping, from carton counts and packaging to agreed SKU checks, photo reports and supplier discrepancy handling.

TengYoda Logistics8 min read

Yes, a freight forwarder in China can arrange agreed checks before international shipping. Basic warehouse receiving usually covers shipment identification, carton counts and visible packaging condition. Opening cartons, counting individual products, checking models or testing functions requires a separate inspection scope. Ask what will be checked, how much will be checked and what evidence you will receive before your supplier sends the goods.

Why receiving checks matter when buying from China

Imagine buying lighting, furniture fittings and tools from three suppliers. Each factory confirms that its order is ready, but one sends fewer cartons than expected, another omits your order reference and a third uses weak outer packaging. Combining those deliveries without checking makes the problem harder to trace after export.

This is an illustrative scenario, not a reported TengYoda shipment. The practical lesson is to identify discrepancies while the cargo is still in China, where suppliers can respond before you pay international freight for goods that need correction.

For overseas small businesses, a receiving record also helps answer a simple question: what has actually arrived, and what is still missing?

What does a freight forwarder normally check?

Receiving services differ between warehouses. The table below explains possible checks; it is not a promise that every item is included in a standard handling fee.

CheckWhat it can establishImportant limitation
Supplier and order identificationWhich order the delivery belongs toMissing references need supplier confirmation
Carton or package countNumber of external packages receivedCarton counts do not prove the number of products inside
Visible packing conditionCrushed, torn or wet packaging visible on arrivalHidden damage may remain undetected
Shipping marks and labelsWhether references match the receiving planProduct compliance labels require a specific review
Packed dimensions and gross weightData for freight comparison and loadingMeasurements may change after repacking or palletising
Arrival photosA record of the packages and visible conditionPhotos alone do not certify product quality

Carton counting is different from product inspection

Ten cartons can arrive while individual units are missing inside them. A box marked with the correct SKU can still contain the wrong colour or model. An unopened-carton check cannot resolve these questions.

If you need more than external receiving, agree on a written checklist covering:

  • Which cartons may be opened and whether goods may be removed from their packaging.
  • Full product counting or a defined sample of cartons and units.
  • SKU, model, colour, size and accessory checks against your order.
  • Specific photos or videos needed before release.
  • Whether functional checks are required and who is qualified to perform them.
  • Repacking materials, labour charges and how opened packaging will be restored.

For safety testing, laboratory work, certification or a professional quality inspection, arrange an appropriately qualified inspection provider. A warehouse receiving report should not be described as proof that products meet all destination regulations.

Prepare a receiving checklist before supplier dispatch

The warehouse needs a reliable reference against which to compare the cargo. Send your purchase order and supplier packing list before delivery, rather than asking the team to guess from carton labels.

Provide the supplier name and contact, order number, clear product descriptions, expected carton count, units per carton, total quantity, model or SKU references, packing photos and estimated arrival date. Include an approved sample or product specification if appearance or model checks are part of the agreed scope.

Tell the forwarder about batteries, liquids, powders, chemicals, magnets, fragile items and heavy equipment before dispatch. Goods that need special acceptance should not enter an ordinary consolidation flow without review. Our restricted cargo checklist explains what information to prepare.

Give every supplier the same importer reference and warehouse instructions. Our shipping marks guide covers how labels help keep multi-supplier orders identifiable.

What happens if cargo arrives short, damaged or incorrect?

Agree on an exception procedure before shipping pressure builds. A useful workflow is:

  1. Record the received package count, supplier reference and visible condition.
  2. Photograph the discrepancy and retain delivery paperwork where available.
  3. Keep affected cargo identifiable while the facts are checked.
  4. Compare the delivery with the purchase order and supplier packing list.
  5. Ask the supplier to explain whether there is a packing error, split delivery or shortage.
  6. Obtain the importer's decision before repacking, returning or releasing affected goods.
  7. Update the final packing data after the agreed correction.

Possible decisions include waiting for missing cartons, arranging replacement packaging, asking the supplier to correct an order or shipping the accepted portion separately. Returns, extra handling, storage and repeat checks may create additional charges.

A freight forwarder can coordinate communication and document the discrepancy. Compensation, replacement goods and purchase disputes still need to be resolved with the supplier under your purchase agreement.

What evidence should you request before goods leave China?

Ask for a report that connects physical goods to the order, rather than a few unlabelled warehouse photos.

Report itemWhy it helps
Supplier, order reference and arrival dateIdentifies whose cargo was received
Expected and received carton countsShows external quantity differences
Defined inspection scope and sample sizeExplains what was actually examined
Photos of shipping marks and packing conditionSupports traceability and packaging decisions
Exceptions and supplier responsesRecords unresolved issues
Final packed dimensions and weightSupports the shipping quotation
Customer's release instructionConfirms the decision to proceed

If a report says only "goods checked," ask what that means. Did the team count cartons, inspect sampled units or test products? Clear scope prevents false confidence.

Should every carton be opened?

Not necessarily. The choice depends on the product, supplier history, order value, packing method and consequences of a mistake. Opening every carton can increase labour, time and repacking costs; a limited sample leaves uncertainty about units that were not examined.

For a new supplier or a high-value first order, discuss a more detailed inspection before dispatch. For repeat orders, an agreed receiving check may be appropriate, but earlier successful shipments do not guarantee the next delivery will be correct.

Inspection should be scheduled with time for supplier correction. Confirm warehouse receiving hours, inspection availability, sailing cutoffs and the cargo-ready date before booking.

How TengYoda can coordinate checks and consolidation

TengYoda helps overseas importers connect supplier dispatch, China pickup, warehouse receiving, cargo preparation and international shipping. Before arranging delivery, Vinson can discuss the checks you need and confirm the available scope, location, reporting method and charges.

Depending on the agreed arrangement, support may include supplier coordination, carton-count records, visible packing checks, photos, measurement, shipping-mark correction and feedback on discrepancies. Detailed product checks or independent inspection should be arranged separately where needed.

Once accepted goods are ready, TengYoda can help compare sea freight, air freight and international express around the cargo and your deadline. Review our cargo consolidation service and shipping method comparison.

Frequently asked questions

Is inspection included in the freight quotation?

Do not assume it is. Ask the forwarder to distinguish basic receiving, opening cartons, individual product counting, quality inspection, reporting and repacking. Confirm each applicable charge in writing.

Can I request photos without opening cartons?

Usually this can be discussed as part of receiving. Exterior photos can show labels and visible packaging condition, but cannot verify hidden contents. Confirm the number and type of photos needed.

Can the warehouse guarantee that no products are defective?

No receiving check should be treated as a blanket guarantee. Any inspection has a defined scope and limitations. Product testing and regulatory conformity require the appropriate expertise and evidence.

What if one supplier's goods are rejected?

Keep the affected order identifiable, obtain evidence and decide with the supplier whether to replace, return, rework or hold it. Confirm extra costs and the impact on the other suppliers' shipments before changing the transport plan.

Can I use my own inspection company?

Discuss access, appointment times, space, handling needs and responsibility with the warehouse in advance. Your inspection provider and forwarder should work from the same order references and release instructions.

Ask for a receiving plan before your suppliers ship

Send Vinson your supplier list, purchase-order references, product details, expected cartons, requested checks, pickup locations and destination. TengYoda can review how receiving and shipping should fit together and confirm the service scope before goods move.
